This is really a weird name. In the German language is would be pronounced chee-vahn...and that is not Germanic at all. Coming from Austria could mean something much wider -- the Austro-Hungarian Empire, which covered many Eastern European countries that did not have any Germanic basis to their language. Chiewan must be the phonetic spelling for some Eastern European name,

Go to familysearch.org and run your cursor over SELECT and click on RECORDS. Then put Chiewan in the surname and birthplace as Austria. You'll get all sorts of similar phonetic spellings that might give you an idea about this name. Don't forget to search for Rose -- there are three.
